Berkhamsted Bowmen Constitutional Rules

1. NAME:  The Club shall be called ‘Berkhamsted Bowmen’.
2. OBJECT:  The object of the Club shall be the practice and promotion of Archery in Berkhamsted and District.
3. AFFILIATION:  Club shooting members shall be affiliated to Archery GB (AGB), (GNAS), Southern Counties Archery Society and Hertfordshire Archery Association.
4. MANAGEMENT:  The Club shall be managed by a Committee consisting of a Chairman, Hon. Secretary, Hon. Treasurer and not more than six shooting members.  The Committee shall have the power to co-opt other members to undertake special duties. A President, whilst not essential, may be elected if the role is considered appropriate. The President would serve for a term of three years and would be the Head and Chief Representative of the Club and would preside at all General Meetings.  The Chairman shall be chiefly responsible for the direction and co-ordination of the Club’s activities.  The Hon. Secretary shall be responsible for all correspondence and the keeping of records for the Club, excluding current shooting records.  The Hon. Treasurer shall be responsible for keeping books of accounts detailing receipts and payments on behalf of the Club and for the collection of annual subscriptions.
5. VICE PRESIDENTS:  If a President is in place, the Committee shall have the power to propose to the General Meeting as Vice President any persons who by their service to the Club merit such recognition.
6. PROPERTIES:  All Club properties shall be vested in the hands of the President (if elected), Chairman, Hon. Secretary and Treasurer as Trustees during their term of office. The Club is a non-profit making organisation and in the event of it's failure to continue in the recognised manner, all monies and sums received on behalf of the Club shall remain the property of the Club and there will be no distribution of such funds or any other property amongst the members, instead, all the Club's monies, property and affairs shall be delivered into the care of the Hertfordshire Archery Association to do with as they see fit.
7. GENERAL MEETINGS:  A General Meeting shall be held within a period of 13 months from the date of the previous General Meeting to elect the Officers and Committee Members of the Club 21 days notice in writing of this meeting to be given to all Club members. The meeting shall have the power where necessary to make or alter Rules. Notice of proposed alterations must be submitted in writing to the Secretary not less than 14 days before the General Meeting. The Club accounts shall be read and approved.
8. NOMINATIONS AND VOTING:  All full members shall be entitled to submit nominations and votes for the Office of President, Chairman, Hon. Secretary, Hon. Treasurer and Ordinary Committee Members. Such nominations must be in writing signed by a proposer and seconder, and submitted to the Hon. Secretary not less than 14 days before the General Meeting. Where no such nominations are received within the specified time the retiring Committee shall have the power to submit its own nominations to the General Meeting, or, accept proposed and seconded nominations from any full member present at the meeting.
9. SPECIAL MEETINGS:  The Committee shall have the power to call a Special Meeting at any time by giving at least 7 days notice in writing to all members. Special Meetings can also be called by any 5 members giving 14 days notice to the Secretary.
10. SUBSCRIPTIONS:  Each member of the Club shall pay an annual subscription, which becomes due 30 days before affiliation payment needs to be submitted to GNAS. Subscriptions for the succeeding year shall be decided at the General Meeting based upon recommendations from the Committee.
11. NEW MEMBERS:  The election of new members shall be decided by the Committee. Applications for membership shall be signed by a proposer and seconder, who must be Club members and submitted to the Hon. Secretary.
12. SHOOTING REGULATIONS:  The Club shall observe the GNAS Rules of Shooting.
13. TARGET & PRACTICE MEETINGS:  The Committee will decide on the number of Target and Practice Meetings to be held each week during the year.
14. JUNIOR MEMBERS: Shall be restricted to Member’s children plus 25% of senior membership. A parent/nominated guardian must be present, with the junior, at all sessions to take responsibility for the care of the junior, until the junior reaches the age of 16 years and both parent and club have completed the latest GNAS parent consent form subject to the approval of the Committee. Junior Members shall not be eligible to vote on financial matters.
15. PRIZE, TROPHY & CONTEST MEETINGS:  The Club hold Trophy Meetings during the season. Anyone presenting a prize or trophy to the Club shall have the right to regulate the terms on which it shall be awarded, subject to the approval of the Committee who have the right to subsequently change these terms if needs dictate, for example an unused trophy being allocated to a different bow type or competition. All trophies must be returned promptly when asked to do so, in good condition, to the Hon. Secretary or the Records Officer to enable it to be re-awarded.
16. VISITORS:  All Club members shall be entitled to introduce visitors. Such visitors, providing they are current members of GNAS, shall be allowed to shoot at Practice, Target and open Prize Meetings on payment of a visitors fee. Such fee to be determined by Committee and brought to the attention of all club members by being posted up at Club Meetings.
17. OTHER MEETINGS:  The Committee shall have power to organise other types of meetings, such as Clout, Field or Flight in or out of the normal season.
18. COUNTY, REGIONAL & NATIONAL MEETINGS:  The Club shall take every opportunity to encourage its members to play their full part in Inter-Club, County, Regional and National Meetings.
19. BEGINNERS’ LESSONS:  Beginners; Lessons shall be held, with the approval of the Committee, whenever coaching members are available and willing. They shall consist of not more than six lessons for which a single fee, determined by the Committee, shall be charged.
